I've got a similar problem, and the answer to yours would help me out
too. I'd like to mirror an FTP site. I will periodically delete files
from the local copy, and I don't want them re-downloaded. Only files
that are newer than the last time wget was run should be fetched.
I've searched through the wget docs, and couldn't figure out how to
do this.
