how to make a VOB file?

I was just curious if any knows if it's possible to make your own dvd video
disks using linux exclusively. I can capture using a video capture card
into avi at 640x480. Then how do I take those raw avi files and put them
into the proper format presumably VOB in order to create a dvd iso image? I
know this is not a very well-versed question but it's the basic idea I'm
trying to ask about. I already know the mjpegtools can create lots of
different types of mpeg video maybe even dvd/mpeg2 video but still that
doesn't answer my question about what i need to create the dvd image.
not interested in "ripping". i want to make my own using my own video.
