The software hugo is a map displaying program based on coordinates and uses
the DRG (Digital Raster Graphics) format into which all of the topo maps in
the US have been placed by the government. There are several places you can
download these (for $). (These are actually in the tiff format with headers
in the file to automatically set the coordinate references.)
The program will also accept the standard format GPS data via RS232 and can
become a moving map display using these maps. You can also scan maps in and
manually set coordinates for use in the program.
Don't know that this is what you are needing, but I have used the program
and it works well. Think the intention in the beginning was to make a
marketable product, but that never came to be. I have seen several programs
listed but never investigated them.
