putty's a very capable client which lets you either telnet or ssh (remember
to select the one you intend to use).

is the service you are trying to connect to on the linux machine started?
(telnet uses port 23, ssh uses 22)

do you have any restrictions from your firewall (iptables) or hosts.allow?
