Yes. I actually just worked that out for myself. The smbclient is trying
to ping RHL9's samba server which is installed but not running. It can't
see VMware's samba server.

So it turns out that it isn't a VMware/Samba problem at all, but is
(surprise, surprise) a Windows one. Just to be absolutely sure I removed
VMware Workstation and removed every last trace of it from /etc and /var
(I had a backup of my config but to be honest I was pretty much running it
as it came out of the box anyway), and then reinstalled it. Still couldn't
connect to the Linux host from the Windows guest.

So this time I decided to do everything I could to reset Window's
networking. (Not easy actually -- I had to run that stupid network
configuration wizard about half a dozen times.) Eventually it started
working again. There must be some way of setting the network up by hand,
but I don't know what it is. I am, I freely admit, clueless about Windows.

The only thing I can think is that Windows' highly admired ;-)
intellisense type stuff had for some reason reconfigured my networking
settings without asking me and without telling me it did it, and of course
hosed them instead. I know that I hadn't touched them.
