I hope you mean 2.0G and 4.0G - even those are *very* small if you want
to run Windoze

D: is only Windoze' name for the Windoze partition on the second hard
drive - not the name of the hard drive itself.

IME the Windoze 98 CDs are not bootable - you need a boot floppy
(perhaps this is your real problem?).

You don't have an ATAPI hard drive - especially if you have disabled
both hard drives. Your ATAPI device is the CD reader.

Fair enough - from what you say, you do not have a problem with Linux
(whatever flavour it might be).

Get your floppy drive working, boot into W98 including the errors, make
a bootable floppy, reboot using that floppy, watch as W98 wipes out your
MBR, find and reload all of the drivers that did not come with the W98
CD, then use your rescue CD to reboot into Linux and recreate LILO in
the MBR.

Because W98 CDs cannot be used to boot.
