Because they execute different setup scripts in the two cases.

No, not unless you make your xterms a login shell (run xterm -ls)!
What's the mystery? The man page for bash (section INVOCATION) tells
you all about the startup scripts that it executes. And the man
page for xdm will tell you all about where its startup paths are
set, and the man page for your X server will tell you what init scripts
it runs for you ..

Someone who runs as root should be competent enough to know where his
path is set, or at least how to find out!

Then "confirm" the other the same way. And stop running as root until
