Yes, since the CLI is an ECMA and ISO standard, anyone can implement it on
other platforms. However, I have heard from multiple customers that they
won't consider it cross-platform until they see substantial progress on
other platforms that will be officially supported like Microsoft supports
the Windows version. However, there are some companies, such as SourceGear
(http://sourcegear.com), that are using the mono implementation to run on
Linux.
