running ip and paths

I'm a bit confused on something, I set up 2 Fedora Core 1 machines recently,
one a full install and one was more limited. On the full install I'm having
no problems but on the other I have these 2
1) if I want to run something like ip of ifconfig I have to type ./ip or
./ifconfig but for traceroute, no ./ is necessary. How do I fix this?
2) I am having to go directly to the directory to run the above, like sbin
or bin. How do I set the path?

I am new to Linux.
