For your database, you should consider MySql. For the frontend
development, mmm, looking for GUI to autogenerate forms. PHP is not a
bad start and take a look into Zends products or hate to say it
DreamWeaver. This of course considering you would want to go web based.
Dreamweaver and Codeweavers software run well together. You can also
take a look at phpbuilder.com, linuxdig.com, php.net, newsforge.com
(often has allot of good technology articles).

Autoform generation like Access, I am not sure if their is a whole lot
of that for Linux. If you wanted to go console based, FileMakerPro is a
pretty good text base database/layout application. Though it is
expensive (somewhat) at least cheaper then lining your office full of MS
liscenses.
