non-root user camera access using gtkam?

Argh! I'm drowning in a sea of information here :-)

I want to be able to access my digital camera as a non-root user using
gtkam - I've managed to get it working as root, so there's obviously a
    permissions problem.

Doing a web / usenet search it seems like everyone has their own favourite
suggestion for doing this, and that there's no particular standard
    for usb device access.

    So, here's my setup:

      System is RH9, kernel 2.4.20, gtkam 0.1.7.
I have the hotplug binary installed,
/proc/sys/kernel/hotplug points to the right binary,
      /proc/bus/usb/* is present
      /etc/hotplug/usb.usermap is present
      /etc/hotplug/usb/usbcam is present
/var/run/console.lock contains the user that I'm logged in as
        at the machine.

Piecing together scraps of documentation and comments in scripts, it seems
that should work. However, I see nothing when running gtkam as a non-root
user; no error and no evidence of it detecting the camera. When run as
    root everything works fine.

I'm obviously missing another step - possibly tweaking usb permissions
under /dev/usb? But I thought hotplug was supposed to avoid the problem of
needing to give a user access to *any* usb device.

    Can anyone:

      a) suggest what else I'm missing / doing wrong, or
      b) point me at a FAQ which explains this from start to finish, using
hotplug? It must be a common enough problem, after all...

    cheers

    Jules
