One word... hotplug. SuSe will use hotplug to mount any device on your usb
ports, scanner, camera etc.
Im using SuSe 8.2 but here are the commands to control hotplug ( as root):
rchotplug status
rchotplug stop
rchotplug start
Now if you really want to turn it off, there may be an option in yast for
/etc/sysconfig editor or you can perhaps include the stop command
in /etc/init.d/boot.local
