2 floppies -> bootable CD-ROM - is it possible?

I've got 2 bootable diskettes. When I insert the first one, the
drivers are loaded etc. Afterwards, the system demands the second
disk. I know it's easy to transform a single bootable diskette into a
bootable CD (e.g. using mkisofs and cdrecord). But is it possible to
create _one_ CD out of those _two_ diskettes so that they are treated
as a single 2.88 MB floppy? I know it's possible to emulate a 2.88 MB
floppy, but how can I merge the filesystems on both diskettes? Is it
possible at all?
I've tried using a ramdisk to create the contents of the 'to-be'
bootable CD, but it is helpless as the boot sector isn't recorded to
the CD. Do you have any ideas of what may I do? Thanks in advance for
