grub does not work in interactive mode ?

Hello
I have problems with grub, it does not seem to response.
I tried as it's written in documentation:

grub> testload /boot/grub/grub.conf
Error 12: Invalid device requested

or:
grub> testload
Error 12: Invalid device requested

or:
grub> setup (hd0)
Error 12: Invalid device requested

Why ? What am i doing wrong ? How can i test/install grub in MBR ?
