You should be pretty well protected if you configured iptables
correctly. I'm not sure why things should take longer to load now.
Maybe a problem with your internet config, like a DNS thing...? Maybe
you have something running that's eating CPU cycles?
And is it slower since the change from USB to ethernet, or since the
change from whatever-you-had-before to cable?

You Linux box will protect your Win4Lin installation as far as
firewalling goes, so no need for ZoneAlarm or anything like that. You
still need to run Windoze anti-virus and anti-spyware apps like Norton,
Panda, SpyBot, etc. Linux can't protect Win98s tender ass from that
stuff.
