Can't Logon Using rbash

I want to give access to a select group of individuals, but through rbash.
I have created a user, and edited /etc/passwd and assigned /bin/rbash as
their shell. I have also tried using /bin/bash -r.

But when I ssh to that linux server from another server, I get the
following. Is there something else I need to do? I have checked
/etc/shells and /bin/rbash is defined there.

I am using SuSE 9.1.
