Then it's a http proxy like squid NOT a ftp proxy, that won't
work as suggested by $HOME/.ncftp/firewall:

# NOTE: NcFTP does NOT support HTTP proxies that do FTP, such as
# "squid" or Netscape Proxy Server. Why? Because you have to
# communicate with them using HTTP, and this is a FTP only
# program.

IIRC you should be able to use 'wget' through a squid proxy using
ftp.
