I think you missed the point. Bash (or any other shell) fits your spec.
BTW, as I understand it mc doesn't rely on X. It is tty based but is X
aware such that it provides added features (e.g. mouse support) when
run in an xterm. Why do you need a "non-X" aware version? Can't you
just use the -d switch?
