This site blocks all browsers other than IE & Netscape

I tried to take advantage of the Nova Scotia Governments online "Vehicle
Permit Renewal" at http://accessns.ca or
http://gov.ns.ca/snsmr/browser.asp?filename=1

Instead of a renewal form I received the following warning

"The service that you are attempting to use requires that your browser
meets the following conditions. Please see below for what is not currently
present on your computer.

   Your browser: Mozilla 1.6
A version 4 or greater browser (Netscape or IE) Required "

I emailed the webmaster asking why Mozilla was blocked, here is the answer

"The web site http://accessns.ca is working fine and was working fine
yesterday. You could also try the web site http://www.servicens.ca. If
you are still having problems, then your browser is not capable to access
the sites.

I was wondering if enough non IE and Netscape usesr wrote this sight
asking why their browser was being blocked, if they would they all get
this same message?
