permissions on new files in public_html

Please forgive a complete newbie to Linux --

I'm running SUSE 8 Enterprise version w/Apache as web server. The web
server runs as wwwuser, whose default group is 'nogroup.' User web
stuff is in /home/*/public_html. /home and home/*/public_html both
have 755 permissions.

When a new user is created, say, jsmith, I assign him to 'nogroup' and
also make sure /home/jsmith/public_html is 755. But when new files
are added to his public_html, they have no execute rights at all. This
results in Permission Denied errors accessing his pages. I can go in
and set all existing files to 755, either via telnet, ws_ftp, etc.,
and they work. But new files still don't get exec permissions for g,o,
or u.....
umask for /home & public_html is 0022 on both

Right now, security is not a concern & I don't care who can read what
- I just want to ensure that new files get created w/exec permissions.
How do I do that?
