Console based user/group admin tool?

Hi,
I'm new to Linux - just installed Debian 3.0r2. I wondered if anyone
knew of a tool for managing user accounts/group permissions other
than the basic command line.
I don't have X installed and would prefer not to use web based
configuration like webmin if possible (don't really want something
else running for the tiny amount of admin I will be doing). Would
like to keep it text-based but not quite as basic as the command line.
