No matter what OS you put in place, without frequent security updates
and proper admin/install procedures, firewalls, etc. it will be
compromised sooner or later.
About the only alternative to constant updates is a read-only
system (OS is on CDROM or equivalent). That way nothing nasty can happen
that won't be fixed by a reboot.
So I'd suggest setting up a CDROM boot and put user space on a hard
disk. You could even update your mum by sending her new CDROM's
as appropriate.
No matter what OS, though, you'll want to spend a fair amount
of time getting everything configured just right. Then you'll
need to do some training/debugging.
been there/done that with my septegenarian mom. She's still learning but
is coming along just fine. She's going to get lessons in system security
this Christmas but otherwise does her own sys admin. One thing to watch
out for is to make sure you know exactly what your mom needs/wants
to do and to make sure that everything is configured to make that happen.
Also- make sure you set her up with some sort of backup process.
Nothing turns off a newbie like losing a bunch of data that
they struggled creating!
And since you are looking at a laptop, set up suspend to disk and
power management. Quick boots are great and short battery lifes aren't.
