gnome panel minimize behavior broken

Running FC-1 with the gnome/Bluecurve interface -- suddenly
minimized applications no longer appear in the panel tasklist/pager. I can
restore them using ALT-TAB but would prefer the old behavior of having
them appear on the panel.

Where the blazes is this configured? I see nothing in the gnome-panel
settings pertaining to this. Is this controlled by Nautilus? Metacity?
Gconf? Something else entirely?
