I think most of the people who have commented so far don't understand
enough about NTP for their advice to make sense. If anyone had suggested
that the office machines peer off each other as well as syncing to
external servers, I think that would be a reasonable way of easing the
load on the servers, for example.

I'm not having latency issues. A "latency" of 4000 simply means the
client is totally unable to connect with the server at all.
