No, advertiser is not synonymous with spammer. What makes an
advertisement spam is that it is unsolicited. Advertisements that he
requested are not spam, not are advertisements to which he gave
informed consent. E-mail spam is UBE and UCE, nothing else.

Note; if you agree to receive A and they also send B, then B may still
be spam. It's about consent, not content.
