Suse 9.2 kernel maps serial card to ttyS14, S15 and ttyS44, S45

Why does Suse-standard-kernel of Suse 9.2 map the first serial PCI
card (Digitus) to ttyS14, ttyS15 and the second card to S44 and S45?
With earlier Kernels 2.4.X the serial devices were mapped to
ttyS4, S5, S6, .... . Now, with Suse 9.2 and Kernel 2.6.X the
3rd and 4th serial device is not working, perhaps because the
device node are not existing. The nodes stop at ttyS23:
crw-rw---- 1 root uucp 4, 87 2004-10-02 10:38 /dev/ttyS23
I already tried to create a node: mknod /dev/ttyS45 c 4 89
but without success. The device ttyS44 and S45 are not
working.
Perhaps usind Vanillia kernel?
A feature of 2.6.X kernels?
