Burning a DVD in the USA, to be played in Europe

I want to burn a DVD in a Linux PC in the US, and then send the DVD to
Europe so that it can be played in an ordinary, domestic DVD player
connected to a TV set.
I know how to create DVDs that can be played in ordinary DVD players. I
am aware that in most of Western Europe, TVs are based on the PAL system;
I know how to create PAL (and NTSC) DVDs in my Linux box. But, there are
two issues that worry me:
1) Using growisofs, what burn speed should one use to burn the ISO image
into the DVD? I have noticed that my DVD player in the US fails to play
correctly DVDs that I have burned at more than 4x (it's an old player.)
Should one in general stick to the lowest possible speed value? What are
the guidelines in this respect?
2) Any DVD that I burn in my US Linux box will be burnt in a region 1 DVD
burner. Will this prevent the DVDs burnt in this box from playing in
Europe? I am aware that one can change the region in the burner, but only
a small number of times. I guess I could always have two burners, one for
each region.
