If you read the MS EULA you will find that information in there. MS
wants you to beleive that the license is only good for the machine that
the os was purchased for and if you toss that machine you would have to
purchase andother license for the replacement machine.

Yes it may be total BS but this is what is in the EULA. If one doesn't
agree with the EULA than perhaps they shouldn't use MS. (Not a bad idea

yes, and it say that the OS is good for only the machine it was
purchased and licensed on!
