Windows OEM version stays with the machine. If the machine is being
disposed of without an OS (i.e. Linux onboard, no HDD or totally wiped
HDD) or you're changing the motherboard, you should be able to call
Microsoft and reactivate it on the new hardware.
Windows retail version stays with the licensor.
In both cases the intention is to keep registered versions of the OS
registered only to one machine.
So make sure your school's legal counsel check out both the Retail and
the OEM licences.
But I won't argue with migration to Linux - I just want to make sure
it's done for the right reason!
