FWIW...

My guess is they've had too many laptops shipped back with poor or even
nonexistent protective packaging and diskdrives are easily damaged when
packaged/handled poorly.

IMO might be possible liability for personal data damaged/stolen. There
is just no reason for large vendors like Dell not to do most repairs on
their own gear with plain-vanilla parts like generic drives in-house.

IME--shipped a carefully packaged laptop to a small vendor that arrived
with a trashed diskdrive. Since I had excellent experience with them in
both quality and reliability, I agreed with them it was very likely the
typical case of mishandling during shipping. Mechanical shock; magnetic
pulses; static electricity; etc.

If I ship another laptop for repair, I'll make sure it can be done with
another diskdrive after arriving without mine.
