Converting NTSC AVIs to PAL

Anybody know if there is a foolproof way of converting NTSC AVI files to
PAL AVIs, while preserving the quality of the orginal NTSC input? I have
tried a number of tools based on mencode/transcode/mplayer/mplex, etc.,
like tovid, any2vob, etc., and the quality of the resulting PAL AVI seems
to be rather poor - with lots of pixelation and smears and blurs when the
image moves fast.
Suggestions, anyone?
