Installing mysql-devel resolved the error.

Now that I have pure-ftpd installed with MySQL Support I have been
reading the documentation on making it all happen :

After modifying simply the username / password to access the database
using the this command :

./pure-ftpd -l
mysql:/home/nicholas/pure-ftpd-1.0.20/pureftpd-mysql.conf &

Pure-FTPD runs but the documentation is a bit unclear on what to do
from here. I took a peak into the MySQL and there isn't any tabels
created. How do I create accounts using MySQL
