Kernel compile options

When compiling kernel 2.4.31 for Slackware 10.2, I use make menuconfig
to set many options. If I wish also to set other options not settable
with make menuconfig (for example gcc...-O1 or gcc...-O3 instead of
gcc...-O2 or perhaps change -mpreferred-stack-boundry) How best to
do this? What is proper configuration file to edit?
