Yes, you need CD1 and CD2 to do the Fedora 'personal desktop'
install. I tried the install out myself, see

No, you should not continue. It could be the result of a bad
burn or a bad ISO. Check the sha1sum of the ISO and burn again
if it's correct. Otherwise, you'll have to try the download
again.
