Passwordless root access

OS: Fedora Core 3

Recently I have been studing for my RHCT and found a check list for
requirement for things to be knowledgeable in. I came accross
runlevels. Found out how to boot a machine in runlevel 1 or single
user mode via grub. At grub press "e" then highlight the boot option
you want press "e" again, add a 1 or single to the end of the line.
Then hit enter and press "b" on the boot option you just changed. The
machine boots up in single user mode and never asks for a password.
Run the command "whoami" and you get a reply of "root".

Now yes you can just add a password to grub and solve that problem but
all somebody has to do is use a boot disk and boot the machine into
runlevel 1 or single user mode that way. Has anyone messed with this
at all or know of any fixes for this.
