rpms are binary packages and thus depend on the distribution. Some
distributions (Debian) do not use rpm at all. Others use different glib or
kernels. It depends on what your package depends on. You should put in the
dependencies intot he package.
If you told us what you were trying to do instead of asking us to comment
on your solution for an unknown problem you might get more useful advice.
