Yes. It is almost certainly possible.

The CPUs in PLCs run slowly - 5-20 MHz, but seem to have all
of the stuff needed to run a regular OS...

As long as you've got a couple MB of RAM, and enough info on
the target architecture to port GCC to the target processor, it
is possible to Linux on it.

I'm looking for a proof-of-concept or at least some
documentation on such a beast...
