I'm in the US, and my insurance company couldn't care less about the
low-voltage wiring between my buildings.

If your buildings share a single ground point - that's fine.

Ethernet is galvanically isolated. Both ends are transformer
coupled. I don't know what the isolation rating for the
magnetics are, but I've never heard of problems stringing it
between buildings.

What's the allowed common mode voltage on those Ethernet wires? Some spec
it as 500 volts, some say 500 Vrms, some even claim 1500 Volts. I've lost
some gear where the both ends of a 90 foot long line between an 18 foot tall
monitor antenna and the associated transmitter building were "protected" by
lightning arrestors and TranZorbs (basically, very fast Zeners with a hard
knee built to shunt transients rather than regulate) when lightning struck
about four hundred feet away from one end of the run.

When lightning strikes nearby, stuff dies. All you can do is
try to limit it to stuff on the periphery. I've seen lightning
arrestors for Ethernet, but have never used them.
