Bullshit. If you can leave your computer and swap a drive then you're
hot-swapping.
You can call it that if you want, but the usage I have always
seen refers to swapping a board or drive without powering down
what it's plugged into. The connector stays "hot" while the
assembly is replaced. Powering down the USB box, swapping the
drive that's in the USB box, and then powering the box up is
not "hot" swapping. The box and drive are both "cold" (powered
down) when the swap takes place.
