the window manager do stuff it's not really supposed to, outside of the
window manager.

hmmm....
Does your wm still use/require the X Server ?
If so, I wonder if customizing X (some combination of 'xinit',
'xinitrc', and XKEYBOARD options such as '-xkbdb filename' and/or
'-xkbmap filename') might not be the best way to handle this? (using a
keyboard map file or something) - and you may get more precise help
over in the 'comp.os.linux.x' group.

Perhaps posting your distribution info may help too...

I am unfamiliar with your 'other' thread or posts concerning minimalist
wms.
