We have old systems that run on hebrew 7-bit (oldcode).
currently running only on windows box on terminal emulations software
build for 7-bit hebrew (gtw420 and powerTerm).
If I can find a way to run them on xterm I can replace ~1000's boxes
from windows to linux.

No; UCS2 and UTF-16 use 16-bit bytes, but UTF-8 uses 8-bit bytes. IAC,
I doubt that the byte size for the transform has anything to do with
the number of display positions taken.
BTW, why can't you use one of the Linux fonts for your Ivrith?
