My interpretation of this post is:

How can I write a program that can run without an operating system
underneath it (i.e. directly accessing hardware or BIOS, running in real
mode if desired, etc)?

The answer is: write an operating system.

If you want to write a program that does anything useful without an
operating system underneath it, you're going to end up re-writing the
functionality that an operating system would otherwise provide and in turn
writing your own (specialized) operating system.

If you could give us an idea of what the desired end result of this is,
maybe we could let you know what you should actually be looking to do.
