Azureus instable Download Speed (Suse 10.1, Kde 3.5)

Hi all,
i am in the process of moving my azureus to a new linux machine, and am
facing some problems.
the download speeds is very instable. i do have downloads of around
10gb active, and the online statistis looks pretty strange. it has full
350kb (maximum with my line, stable at reall 350kb) for several
seconds, then it goes down to 80-150kb (fluctuating), then it goes up
again for some seconds, ... and so on.
same for the upload, my limit is set to 45kb/s, its stable there for
some seconds, then goes down, then up...
i deactivated rc4 encryption. increased disk buffer to 35mb, allowed
connections changed, ...
my machine is a 1,7ghz system, with 1gb ram and 80gb harddisk
(reiserfs).
any clues what this could be? i liked azureus and don't really want to
chane.
