Ubuntu and Kubuntu are download-only distributions
I think they offer to mail a "live/install" CD on request--not sure how
extensive this distro is, or whether it meets the aim of the OP:

Note--it seems to be a single CD, *NOT* a full-blown DVD. There's a FAQ
on the "shipit" page with some more info.
