AFAIK there is no, but a cygwin mailing list which might suit
your needs.
I see no problem with this group; Cygwin is intended to create a
Unix/Linux like environment, and does a pretty good job (although
it is slow, compared with such packages as DJGPP),
It is completely OT in this group, comp.os.linux.mics meaning
anything about LINUX which doesn't fit that well into other
groups.
His question would if at all likely better suited in
comp.unix.shell, but he should clearly state using cygwin.
Anyway it looks like the case has been already closed. ;-)
