I disagree. I believe that Bash /is/ very definitely closely related to Linux.
For example, I believe it would difficult for newbies to interoperate with the
OS solely via EMACS, without a shell like Bash.

And there's the flaw in your assumption: Bash is merely the default
shell on many linux systems. It is by no means the only shell
available. Linux users can choose from bash, tcsh, pdksh, and numerous
others. (The I've ones mentioned are just the ones I happen to have
installed on this one system.)

Secondly, I personally have used bash on IRIX and Solaris systems as
well as Linux.

Bash is not tied to Linux so closely as you seem to think it is.

Therefore, because the shell is
so closely tied to the operating system, and because bash is a commonly used
shell, questions about bash are probably appropriate to a Linux oriented
newsgroup.

Not when there is a newsgroup specifically for shell questions
(comp.unix.shell). There was nothing Linux-specific in the question
therefore it either belongs in a shell group or a Cygwin group, IMHO.

And please understand that when people in this group tell you your
question is off-topic here, it is *not* because we're offended by
off-topic questions. 99% of the time, people will tell you it's
off-topic in order to point you to a place where it is on topic since
that's where you'll find the best, most reliable information in the
shortest possible amount of time.

Besides, how am I to grow *my* experience with Linux if it's not available to me
at work, without something like Cygwin?

There's nothing wrong with using Cygwin to learn about Linux.
But...shell questions are probably better answered in comp.unix.shell,
and anything dealing with the unique quirks of Cygwin and/or its
inter-operation with the Windows environment belongs in Cygwin
newsgroups or mailing lists. Asking about Cygwin in a Linux group is
like asking about Fords at Chevrolet dealership: you might be lucky
enough to get some useful information but you'll get a more
straightforward answer by asking the question in the proper venue.
