Well I found what I was after.... in the Lives video editor for linux.
It uses mencoder as a back end and it dissassebles properly
without any gif89a hack. :-) It will dissassemble directly to jpg,
and keep the number of frames right.

it has some built-in video effects filters, and if you want you can go
thru the source code and figure out the various mplayer/mencoder
command strings which it uses for the various functions.

With Lives you can do cute things, like converting videos to those
"charcoal drawing" videos, which are popular right now.
Of course, you can go to the /tmp/lives directory and edit individual
frames as well.

A very powerful program.
