Nope.

You should definitely ignore the links to the
worse-than-useless Linux Serial Programming HOWTO. It's
unmaintained, missing stuff, and full of mistakes. I haven't
examined the wikibook entry in detail, but I've never seen
anybody in the serial world refer to it.
