Actually, I have no file /etc/group on my system. Executing groups only
turns up my username.
You could add a flash group if you like. Or if you could even 'chmod
allan:floppy /dev/sda1' if you want the flash drive to be used by the
same people who already have access to the floppy. Or you can have the
flash drive owned by any group you want it to be owned by. (There's
often a "users" group that can be used to give access to everybody, for
example.)
Based on the fact that there is no /etc/groups file on my system, it
appears that I can make up any name and assign that as the owner, even
if the system has no knowledge of any entity with that name. And if I
do so, then apparently anyone can use the device in question.
