I always need to logout, login using fvwm because fvwm allows you to
smoothly move from one virtual desktop to another and allows windows to

I have always tried out KDE but the way it (mis) treats multiple
desktops has always made me go back to enlightenment (in your case
fvwm, but for the same reason). KDE always sets the edge as the END of
that desktop, unless pigs are already flying and they decided to
include this feature called 'wrap'.
But when I run into a problem like yours, there has to be a way to grab
the window's edge (try different combos, right-click & drag works
sometimes) or on the sides to 'lift' it up so you can get to the bottom
where the buttons are.
But asking for SPAN/wrap in KDE? These folks are busy working on next
gen effects (compiz et al) IIRC, so don't hold your breath.
